The MCDCC Bylaws shall govern the organization, general operation, and functions of the Monterey County Democratic Central Committee.

All persons who disclose a preference for the Democratic Party on their voter registration card, pursuant to the laws of the State of California, are members of the California Democratic Party and are entitled to participate in the official organization of the California Democratic Party as provided by the laws of the State and these CDP Bylaws.

Because the Democratic Party values grassroots participation, there is a Party organizational structure in place that provides many opportunities for input, involvement, and decision-making by registered Democrats in California.
